Resumo:	O advento do Novo Plano Diretor de São Luís (MA), através da Lei Municipal nº 7.122/2023, gerou interesse quanto à revisão e eventual alteração das normas urbanísticas locais não revistas em profundidade desde o ano de 2006, quando fora publicado o plano diretor antecessor ao vigente. No presente trabalho, objetiva-se compreender o papel das normas jurídicas urbanísticas na promoção do direito e do acesso ao lazer diante do regramento sobre a infraestrutura urbana da cidade e a implantação de políticas públicas voltadas aos bairros adjacentes ao Campus Paulo VI da Universidade Estadual do Maranhão, situados na periferia urbana da capital maranhense. A constante pesquisa justifica-se pela análise do direito ao lazer enquanto direito humano e função social da cidade, que influi também sobre demais aspectos urbanos, como a mobilidade, a habitação e o trabalho. As comunidades próximas à cidade universitária foram assim escolhidas como objeto de estudo tendo-se em vista o processo histórico de formação de seus bairros em um contexto de presença de serviços públicos mais carentes e de uma realidade significativamente diferente àquela das áreas Centro-Norte ludovicenses. Para tanto, foi promovida consulta e estudo bibliográficos relativos às temáticas conforme os termos Direito ao lazer, Direito à cidade, Direitos Humanos, São Luís, Planejamento Municipal, Política Urbana e Desigualdades e Segregação. Além disso, foi realizada pesquisa documental sobre a legislação urbanística e os estudos urbanos locais, de modo a, posteriormente, ser empreendida pesquisa em campo buscando a entrevista dos moradores e a análise das condições dos espaços de lazer nos bairros investigados. Com isso, foi possível observar um cenário de carência e precariedade no fornecimento e manutenção dos equipamentos públicos de lazer nas referidas comunidades, evidenciando-se um contexto divergente às áreas de maior rendimento da Ilha, sendo perceptível uma realidade de desigualdades e segregação presente no espaço urbano e sem vislumbre futuro de resolução perante o regramento até então existente no município
Resumo:	The advent of the New Master Plan of São Luís (MA), through Municipal Law No. 7.122/2023, has garnered interest in revising and possibly changing local urban standards that have not been revised in depth since 2006, when the predecessor master plan to the current one was published. This work aims to understand the role of urban legal norms in promoting the right and access to leisure in the light of the rules on the city's urban infrastructure and the implementation of public policies aimed at neighborhoods adjacent to the Campus “Paulo VI” of the State University of Maranhão, located on the urban outskirts of the state capital. The constant research is justified by the analysis of the right to leisure as a human right and social function of the city, which also influences other urban aspects, such as mobility, housing and work. The communities close to the university city were chosen as the object of study, taking into account the historical process of formation of their neighborhoods in the context of the presence of poorer public services and a reality significantly different from that of the Central-North areas of the city. Therefore, bibliographical research and study were carried out on the themes under the terms Right to Leisure, Right to the City, Human Rights, São Luís, Municipal Planning, Urban Policy and Inequalities and Segregation. Additionally, documentary research was carried out on urban legislation and local urban studies, so that field research could later be undertaken seeking to interview residents and analyze the conditions of leisure spaces in the investigated neighborhoods. In regard to this, it was possible to observe a scenario of lack and precariousness in the supply and maintenance of public leisure facilities in the aforementioned communities, highlighting a context that diverges from the highest income areas of the Island, with a noticeable reality of inequalities and segregation present in the urban space, with no future glimpse of resolution in relation to the current urban rules in the municipality
