Internacionalização do COMPLIANCE: dos regimes internacionais ao marco jurídico brasileiro

Título: Internacionalização do COMPLIANCE: dos regimes internacionais ao marco jurídico brasileiro
Abstact: This monograph analyzes the internationalization of compliance by examining how foreign rules,
multilateral anti-corruption instruments, and international monitoring mechanisms influenced
the consolidation of the Brazilian corporate integrity framework. The study is grounded on
the hypothesis that compliance in Brazil is not merely the result of an internal development of
business law, but rather of a broader process of regulatory convergence between international
regimes and domestic institutions. Methodologically, this is a bibliographical, exploratory, and
qualitative study, supported by a documentary case study of an illustrative-analytical nature on
Odebrecht, based on legislation, institutional guidance, scholarly articles, and official documents.
The analysis covers the Foreign Corrupt Practices Act, the Sarbanes-Oxley Act, the
OECD Anti-Bribery Convention, the UK Bribery Act, Law No. 12,846/2013, and Decree No.
11,129/2022. In addition to the normative discussion, the research mobilizes the Odebrecht case
to demonstrate, from an empirical perspective, the articulation between international cooperation,
negotiated settlements, and the restructuring of integrity programs. The findings indicate
that compliance has moved beyond the status of a best practice and has become a legally relevant
factor for corporate liability, sanctioning, governance, and reputation, whose effectiveness
depends on the integration of leadership, risk management, internal controls, third-party due
diligence, reporting channels, and continuous monitoring

O Programa Minha Casa Minha Vida: a nova aurora da política habitacional? Uma análise socioespacial na Ilha do Maranhão

Título: O Programa Minha Casa Minha Vida: a nova aurora da política habitacional? Uma análise socioespacial na Ilha do Maranhão
Abstact: This dissertation analyzes the My House My Life Program (PMCMV) in the Island of
Maranhão and its implications on the low-income segments of society, namely those who earn
from 0 to 3 minimum wages, beneficiaries of Band 1. The empirical field is the Residential
New Aurora of the Municipality of São José de Ribamar, between 2016 and 2018. From the
methodological point of view we made use of the semi-structured interviews, open
questionnaires with men and women, beneficiaries of the program, as well as on-site
observations. The research focused on the analysis of the housing policy of the Brazilian State
in two periods: (dictatorial and democratic) specifically the policy set in the Lula government,
with the creation of the Ministry of Cities, the My Home My Life Program, its political and
social, its the model of housing provision and the emphasis on the housing deficit beyond the
process of social segregation.

Abstact: This dissertation studies the quality of urban space in São Luís, Maranhão, through a
comparative analysis between the neighborhoods of Ilhinha and Península da Ponta
d’Areia, territories marked by profound socio-spatial inequalities and distinct urban
infrastructure conditions. The research is based on the understanding that the unequal
production of urban space directly affects environmental conditions and the population’s
quality of life, revealing processes of segregation, vulnerability, and socio-environmental
injustice present in contemporary urban dynamics. As a theoretical foundation, the study
engages with authors who discuss the production of space, the right to the city, socio-
environmental justice, and environmental racism, understanding that environmental
impacts and the precariousness of urban infrastructure affect different social groups
unequally. The investigation also incorporates discussions on urban development, urban
environmental quality, and water infrastructure, considering the contrasts between
socially valued areas and historically marginalized territories. Methodologically, the
research adopts a qualitative-quantitative and exploratory approach, using bibliographic
review, documentary research, field observations, photographic records, spatial analysis,
and cartographic elaboration through indicators. Aspects related to urban infrastructure,
water supply, sanitation, drainage, vegetation cover, land use and occupation, and the
presence of urban facilities were analyzed, seeking to understand how these elements
manifest unevenly within the two study areas. It is concluded that the quality of urban
space is directly related to the dynamics of territorial inequality and the selective
distribution of urban infrastructure and services. The research seeks to contribute to the
debate on socio-environmental justice, urban planning, and the right to the city,
reinforcing the need for more inclusive and equitable public policies committed to
reducing urban inequalities

Abstact: This research analyzes the agency of international environmental regimes on the formulation
and implementation of environmental public policies aimed at the Brazilian Amazon,
emphasizing the role of international cooperation and multilateral treaties in the process of
normative internalization by the Brazilian state. Starting from the observation that
contemporary environmental impacts transcend borders, the study places the Amazon at the
heart of global governance, highlighting Brazil’s role as a key actor in environmental
negotiations. Grounded in constructivism in International Relations, the research argues that
treaties, beyond providing financial and technological resources, wield a strong normative and
symbolic influence on the formulation of domestic policies. The methodology is qualitative,
descriptive-analytical, based on documentary analysis and content analysis, following Bardin
(1977), complemented by the process tracing method. The empirical corpus includes
international treaties such as the UNFCCC, the Paris Agreement, the CBD, and the TCA, as
well as national environmental policy documents like the PPCDAm, the National Climate
Change Plan, the Brazil 2050 Strategy, and BNDES’s Amazon Fund reports. The results
indicate that Brazil’s engagement in international environmental governance, especially from
ECO-92 onward and after the Paris Agreement, progressively internalized environmental norms
and values into its domestic agenda. The case of the Amazon Fund exemplifies this dynamic
by showing how international cooperation mechanisms act both as financial instruments and as
drivers of governance. The study concludes that international environmental regimes decisively
shape Brazilian environmental policies by internalizing norms, building identities, and
facilitating global socialization, making international cooperation a pivotal element for building
effective and sustainable environmental agendas
