Título: O agenciamento entre regimes internacionais e políticas públicas de preservação ambiental na Amazônia brasileira à luz da teoria construtivista
Abstact: This research analyzes the agency of international environmental regimes on the formulation
and implementation of environmental public policies aimed at the Brazilian Amazon,
emphasizing the role of international cooperation and multilateral treaties in the process of
normative internalization by the Brazilian state. Starting from the observation that
contemporary environmental impacts transcend borders, the study places the Amazon at the
heart of global governance, highlighting Brazil’s role as a key actor in environmental
negotiations. Grounded in constructivism in International Relations, the research argues that
treaties, beyond providing financial and technological resources, wield a strong normative and
symbolic influence on the formulation of domestic policies. The methodology is qualitative,
descriptive-analytical, based on documentary analysis and content analysis, following Bardin
(1977), complemented by the process tracing method. The empirical corpus includes
international treaties such as the UNFCCC, the Paris Agreement, the CBD, and the TCA, as
well as national environmental policy documents like the PPCDAm, the National Climate
Change Plan, the Brazil 2050 Strategy, and BNDES’s Amazon Fund reports. The results
indicate that Brazil’s engagement in international environmental governance, especially from
ECO-92 onward and after the Paris Agreement, progressively internalized environmental norms
and values into its domestic agenda. The case of the Amazon Fund exemplifies this dynamic
by showing how international cooperation mechanisms act both as financial instruments and as
drivers of governance. The study concludes that international environmental regimes decisively
shape Brazilian environmental policies by internalizing norms, building identities, and
facilitating global socialization, making international cooperation a pivotal element for building
effective and sustainable environmental agendas

Título: Oitenta anos de crise: o holocausto reimaginado e o genocídio palestino
Abstact: The Hamas attack of October 7, 2023, is considered the worst assault on the Jewish community
since the Holocaust. Analysts and international media have dubbed the event an "Israeli 9/11,"
alluding to the Al-Qaeda attacks on the United States in 2001. This study seeks to analyze the
connection between the Jewish Holocaust and the Palestinian genocide, intensified by the 2023
crisis, pointing out that the Holocaust, beyond being a humanitarian catastrophe, it is part of an
open society's politics of memory directed against its enemies. This policy is part of a
hegemonic communicative framework that legitimizes the State of Israel and condemns
Palestinians to degrading conditions rooted in the same colonial racism that, in the past,
condemned Jews to concentration and extermination camps. We argue that the relative historical
distance from the Holocaust necessitates an update to this politics of memory, guided by its
association with the U.S. "September 11" attacks, the major Western trauma of the 21st century,
thereby reaffirming the pact of absolute defense of Israel, which not only condemns Palestinian
lives but also desecrates the memory of Holocaust victims. The research is conducted at the
intersection of History and International Relations, using a counter-hegemonic, materialist
theoretical perspective rooted in the anti-colonial struggle. The methodology is qualitative,
encompassing the analysis of news reports and official statements as well as a review of
specialized literature, grounded in the "problem-history" approach and critical theory of
international relations

Título: O impacto do reconhecimento do bumba meu boi como patrimônio cultural imaterial da humanidade pela UNESCO nas políticas culturais maranhenses: uma análise das mudanças e permanências ocorridas entre 2019 e 2025
Abstact: This work aims to investigate the cultural policies implemented in Maranhão focused
on Bumba Meu Boi between 2019 and 2025, analyzing the extent to which UNESCO’s
recognition of this tradition as Intangible Cultural Heritage of Humanity has influenced
its safeguarding and the sociocultural dynamics of the groups. The research adopts
an interpretive epistemological approach and is qualitative in nature, utilizing
bibliographic research, documentary analysis, and fieldwork based on semi-structured
interviews with masters and members of different Bumba Meu Boi groups. The study
problematizes narratives about heritage through the concept of Authorized Heritage
Discourse and analyzes the trajectory of the festival’s institutionalization, which shifted
from historical criminalization to its elevation as an icon of Maranhão identity and a
tourist product that generates millions in revenue for the local economy. The results
confirm the hypothesis that the impact of international heritage recognition on state
policies has been structurally limited, with public authorities acting primarily to
spectacularize and promote large-scale events, paying performance fees through calls
for proposals with hard-to-access bureaucracies and a preference for groups from the
capital and specific types of accents, while neglecting the protection and support of
traditional masters and knowledge bearers. It was thus found that the community
members' expectations regarding the practical benefits of UNESCO recognition were
not met, as this recognition is often perceived as a purely symbolic title considering
the communities’ material vulnerability. However, the research highlights the strong
agency of the communities that preserve this tradition, as they develop strategies of
resistance and autonomous safeguarding by adapting aesthetic and choreographic
elements, engaging with digital platforms, and strengthening the sense of community
and political identity within their associations. It is concluded that Bumba Meu Boi
survives amid the ongoing tension between tradition and commercialization,
demonstrating that the vitality of this cultural heritage is sustained, fundamentally,
through the resilience of its participants

Título: Governança internacional, tratados ambientais e os impactos da exploração de recursos naturais do Ártico nas disputas geopolíticas contemporâneas (2015- 2025)
Abstact: Current geopolitical disputes surrounding the exploitation of natural resources in the Arctic
have sparked debates about the structure of international environmental governance in the
region, along with questions regarding State’s commitment to global environmental treaties,
particularly in the midst of a climate change scenario. In this context, a qualitative, historicalbibliographic
study was conducted to map geopolitical interests in the Arctic and their
implications for resource exploitation in the region, as well as to analyze the impacts of this
scenario on the development of international environmental governance. The information was
collected from documents produced by the Arctic Council and other international organizations,
as well as books and articles addressing the chosen topic. The study identified that: the Arctic
is characterized as a geopolitical space due to its strategic location and availability of physical
resources, which are further highlighted by the climate crisis; the interests of international actors
such as Russia, the United States, China, the European Union, and the North Atlantic Treaty
Organization (NATO) manifest locally as an expression of the global context of existing power
dynamics; and the Arctic Council, as the region’s primary governance structure, has shown
institutional shortcomings in representing and defending the territory’s collective interests.
Based on this, it was concluded that the Arctic Council, as an intergovernmental forum, and in
light of its performance over the years, has failed to establish effective international
environmental governance in the Arctic, especially given the growing influence of State
interests in the exploitation of Arctic natural resources on local dynamics
