The methodology adopted was a qualitative approach, supported by a bibliographic and documentary review. The study articulates the historical and legal foundations of cooperativism, concepts of strategic management (planning, SWOT analysis, organizational culture, and participatory governance), and recent sectoral data. The results indicate that the consistent adoption of strategic practices enhances the organizational efficiency of cooperatives and transforms economic performance into territorial impacts, such as job and income generation, productive inclusion, supply chain organization, and credit democratization, especially in contexts of structural constraints. The evidence points to a continuous and consolidated expansion of cooperativism in Maranhão, marked by the growing participation of individuals and the strengthening of the community base. It is concluded that strategic management has become a central condition for the sustainability of cooperatives and for the consolidation of cooperativism as a structural driver of socioeconomic development in the state of Maranhão. 2025-01-01T00:00:00Z
